7 The Middle East Question and Japan

Before addressing Japan's response to the Middle East Question, commonly referred to as the Israeli-Palestinian problem, it should first be mentioned that this problem is not only a political or economic conflict. It is necessary to examine the Middle East issue as a religious conflict as well as a political and economic one. I would like to address the Japanese Government's response to the Middle East Question, first in relation to Palestine. According to Yuzo Itagaki, Professor Emeritus of the University of Tokyo, who turned his attention to Palestinian issues even at a relatively early stage in post-war Japan in the 1970s, "it was after the Third Middle East War in June 1967 that a movement to 'join hands' with the Palestinians emerged in Japan". （Please see more the SSDP website）
8 The Israel-Hamas War and the Disruption of the Rules-Based International Order-Viewed from Theories of International Politics-

The ongoing Israel-Hamas war is exerting a tremendous impact on the security situation not only in the Middle East but also across the globe; what is particularly serious is that it is disrupting the rules-based international order.That cause is criticism of the West's double standard, which is abruptly surging across the globe. The advanced Western democracies harshly denounce Russia's aggression against Ukraine as an act of violating international rules. On the other hand, they turn an almost blind eye to Israel's attack on the civilian population in the Gaza Strip, which is highly suspected of violating international humanitarian law. This leads to calls that the rules-based international order advocated by the West is not credible because Western nations vary in attitudes, making or not making an issue of rule violations depending on the country. （Please see more the SSDP website）
4 Regional Political Dynamics in the Middle East - Factors Changed and Remained unchanged after the October 7th Incident-

The October 7th attacks on Israel by the Palestinian militant group Hamas and the subsequent large-scale invasion of the Gaza Strip by the Israel Defense Forces have given a massive jolt to the regional stability in the Middle East. Focusing on regional powers such as Turkey, Iran, Israel, Saudi Arabia, and Egypt, this paper examines the political dynamics of intra-regional relations and what has changed and what remains unchanged after the October 7th incident, thereby analyzing potential escalation risks. （Please see more the SSDP website）
5 The Ukraine War and Russia's Changing Middle East Diplomacy

Exploiting the inconsistency of US Middle East policy since the 9/11 terrorist attacks in 2001, Russia engaged skillfully in a strategic competition with the United States in former Soviet bloc countries. Its "pragmatic and flexible" diplomacy enabled Russia to increase its presence also in the Middle East.However, the outbreak and prolongation of the Russo-Ukrainian War, triggered by Russia's February 24, 2022 military invasion of Ukraine, is transforming Russia's Middle East diplomacy, previously considered "pragmatic and flexible." （Please see more the SSDP website）
6 Superpowers' Engagement with the Middle East and Their Intentions (Edited lecture transcript)

During the height of the Cold War, the United Kingdom withdrew from east of Suez (1971), and the United States established its independent sphere of influence in the region. Twenty years later, the United States became the sole superpower following the Gulf War and the dissolution of the Soviet Union. However, the United States' "Asian Shift" policy left a "power vacuum" in the region, which China and Russia are attempting to fill. As a result, Middle Eastern countries are now focused on relations with these superpowers to establish their own security in the era of multipolarity. In some cases, regional countries tend to overestimate the power of certain superpowers, while in others, these superpowers are indeed making significant progress. （Please see more the SSDP website）

2 The Middle East Peace Process-Its Development and Future-

This paper is intended to discuss the development of the Middle East peace process and its future. First, it begins with a historical review of the Middle East peace process. Next, we will summarize how the parties concerned recognize the situation 30 years after the conclusion of the Oslo Accords and will discuss the Middle East peace framework and its challenges currently debated in response to the 10.7 incident. （Please see more the SSDP website）
3 The Origin and Prospects of the Question of Palestine -Transformation of Israeli Politics and "10/7" as a Boiling Point-

This paper is intended to review the structural background of this conflict and to discuss what is necessary for long-term stability in the region and the resolution of inherent problems. Society of Security and Diplomatic Policy Studies (SSDP)

China is rising and may become a regional hegemon in not-so- distant future. Ascending India and the resurgence of Russia also illustrate the fact that we face a rapid power transition in Asia. Against this backdrop, Japan, as a major regional power, and its security strategy and diplomatic policy will be put to the test. With this in mind, the Society of Security and Diplomatic Policy Studies (SSDP) was founded in October, 2016. The SSDP will also conduct public diplomacy through its research projects. Japanese foreign relations vis-à- vis the neighboring states are likely to mark a new chapter in the near future and therefore, our research endeavors and other activities will be consequential.
